Chihiro Inagawa who was one of the leaders of Japans 3rd biggest gang attempted to purchase a United States Visa for one million dollars. Inagawa was trying to receive the visa in order to get into the country and receive a liver transplant from UCLA Medical Center. While the medical center was willing to accept him as a patient, Inagawa was not allowed entrance in to the US and so attempting to purchase one was his only option. Two individuals who had been approached by Inagawa said he had offered them one million in yen for a visa while another witness claimed he had been offered payment in the form of business deals with major Japanese businesses.

UCLA’s Dr Ronald W Busuttil tried to contact the united states officials in order to persiate them to let Inagawa into the country for the liver transplant stating that he would be willing to do the operation. Even an FBI executive, Oliver Revell attempted to contact the necasary officials to help Inagawa gain access but was not allowed due to his relationship with Inagawa-Kai a gang in Japan known for drug and arms trafficking. While his attempt to gain entry to the US failed, he did receive the liver transplant in Australia a few years later but died shortly after.

The information regarding the crime boss attempts for a liver transplant and UCLA’s willingness to perform it has concerned many primarily because in the US every year one hundred people a year die while holding for a liver transplant.
