You are going to find that there are Cubans who are abandoning the island illegally on fastboats. Almost all of the Cubans are going to the islands that are near arch-enemy United States of America. If the United States picks up the illegal immigrants in the water then they return the illegal emigrants right back to Cuba where they came from. The United States authorities made an estimate that there will be thirty five thousand Cubans who will come here to stay this year in the United States. This will give them immediate residency along with working rights when they get away from their communist country but this does not do the same for Chinese or even Vietnamese immigrants.
Cuba has changed their United States policy with granting Cubans a special benefit that is actually encouraging them to go across dangerous waters to get to the United States. It is not known how many Cubans are coming from Europe and Latin American countries.
