New immigration pact among members of the European Union
Spain proved to be the toughest regarding negotiations involving the immigration pact. Alfredo Perez Rubalcaba who is the Spanish Interior Minister stated that "It is important that the draft agreement incorporates the elements of the model that we have put forward." The Spanish Minister also said regarding some key points in the pact "The language issue has transformed from a requirement for immigrants to an obligation for states."
After important compromises and difficult decisions an agreement was reached and all members of the European Union unanimously support the pact. French Immigration Minster Hortefuex said "The ministers gave a unanimous agreement on the principles, objectives, format and structure of the draft convention. This agreement allows the prospect of signature in mid-October."
Justice Jacques Barrot announced during the last press conference that the European Commission still wants to enhance the immigration pact a little further before the finalized version is signed at the European Union Summit to be held in Brussels later this year.
The purpose of the immigration pact is to create a standard to be adhered to across all of the European Union member states. French Immigration Minister Hortefuex said "We are talking about selective and concerted immigration, which takes into account the needs of countries and their capacity, based on dialogue with the countries of origin."
