Organizations such as the amnesty international and the human rights watch had been calling on the United Kingdom governments to charge Karuna but they had been unable to. The war crimes stem from his involvement and leadership in the Tamil People's Liberation Tigers. The paramilitary organization has long been thought to be involved with abuse of youth, kidnapping teenagers and making them serve the organization. Karuna is also thought to have been involved in torture and executing his fellow Sri Lankan's. Human rights watch leader Brad Adams commented on the United Kingdoms failure to keep Karuna behind bars "The British government had an alleged war criminal in custody for six months and couldn't mange to file charges. This was a rare opportunity to hold a leader of the Tamil tigers accountable for horrific human rights abuses and the British government blew it."
The Crown Prosecution Service commented on why they had not filed charges against Karuna, "there was no realistic prospect of a conviction against Colonel Karuna for any criminal offences based on the evidence that has been submitted."
