They go on to state that these overseas students bring a lot of money into the UK, but the UK Border Agency seems almost hell bent on keeping them out. Universities in the UK need these students and the money that they bring from overseas.
Unfortunately for many colleges in the UK, it's easier for these overseas students to simply study somewhere else in the world, like the United States, than it is to try and get into the UK to study. Some kind of change has to come to the UK in order for it to save itself.
